{"id":1907,"date":"2013-08-05T16:54:49","date_gmt":"2013-08-05T14:54:49","guid":{"rendered":"https:\/\/euroalter.local\/news\/how-to-make-work-pay\/"},"modified":"2020-03-03T12:17:33","modified_gmt":"2020-03-03T11:17:33","slug":"how-to-make-work-pay","status":"publish","type":"post","link":"https:\/\/euroalter.com\/it\/how-to-make-work-pay\/","title":{"rendered":"HOW TO MAKE WORK PAY"},"content":{"rendered":"<div>Through our Citizen&#8217;s Pact, we&#8217;ve travelled across Europe to find out what young people think are the most important issues around the <a href=\"http:\/\/bit.ly\/15fDUKD\" target=\"_blank\" rel=\"noopener noreferrer\">future of work<\/a> and what solutions could be developed to tackle these. We know how big a problem unemployment is &#8211; in some countries more than most like <a href=\"http:\/\/bit.ly\/14vKSfN\" target=\"_blank\" rel=\"noopener noreferrer\">Spain<\/a>. We also know from our findings how <a href=\"http:\/\/bit.ly\/1bfhujb\" target=\"_blank\" rel=\"noopener noreferrer\">enthusiastic<\/a> young people are about helping out in their community and the excellent ways they are using to do this &#8211; like <a href=\"http:\/\/bit.ly\/18IZa0K\" target=\"_blank\" rel=\"noopener noreferrer\">social markets<\/a> in Romania.<\/div>\n<div>Now you can discover how a network of community groups have developed a campaign for people without a job to be able to get rewarded for helping out in their community.\u00a0We spoke with Louise Winterburn (<a href=\"http:\/\/bit.ly\/1aQV5JC\" target=\"_blank\" rel=\"noopener noreferrer\">@create_tweets<\/a>), Policy Manager at\u00a0<a href=\"http:\/\/bit.ly\/mzpu8n\" target=\"_blank\" rel=\"noopener noreferrer\">Locality<\/a> \u2013 about the proposal they\u2019ve made \u2013 the <a href=\"http:\/\/bit.ly\/1dFoT8g\" target=\"_blank\" rel=\"noopener noreferrer\">Community Allowance<\/a>.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/nSE8kCKqH34\" height=\"360\" width=\"480\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/div>\n<div style=\"text-align: justify;\"><strong>What are the main issues that the Community Allowance tries to tackle? <\/strong>Really <span style=\"color: #ff0000;\"><strong>the idea came from people out of work<\/strong> <\/span>because they saw part-time opportunities or they saw informal opportunities. As many of you are aware, if you are on benefits, it\u2019s very difficult to reclaim, because the system doesn\u2019t cater for being \u201con and off\u201d benefits, <span style=\"color: #ff0000;\"><strong>so we were really frustrated by people seeing job opportunities but couldn\u2019t take them, meaning they get out of pocket<\/strong><\/span>. So someone would go from benefits to working with a little wage to not being able to do anything.The second frustration was actually for employing organisations. They would see really good jobs, but they would only be short term or part time. If you think of youth workers, they would only need someone for a night, but paid enough to make it worthwhile for someone locked on benefits.<\/p>\n<p>So we wanted to tackle two things. The first that the\u00a0<a href=\"http:\/\/bit.ly\/1dFoT8g\" target=\"_blank\" rel=\"noopener noreferrer\">Community Allowance<\/a>\u00a0could<span style=\"color: #ff0000;\"><strong> offer real opportunities in local communities to get things done<\/strong><\/span>. We know that local people are the right people for those jobs, but they can\u2019t actually afford, because of the benefits system, to come to us and take the job.<\/p>\n<p>So what would happen is either we wouldn\u2019t create the job because we couldn\u2019t get anyone to come and take it, or people would come from outside the area that for whatever reason could afford to take it, so we felt the opportunities to employ local people in a variety of different roles were really missing. It\u2019s because of our benefits system.<\/p>\n<p>The <a href=\"http:\/\/bit.ly\/1dFoT8g\" target=\"_blank\" rel=\"noopener noreferrer\">Community Allowance<\/a>\u00a0would help tackle this. It\u2019s about bringing together those two things. One is tackling the benefits system, so looking at the difficulty of how the system actually wants.<\/p>\n<p>So<span style=\"color: #ff0000;\"><strong> if you are on benefits, you could get an allowance where you\u2019re allowed to earn a certain amount of money in certain circumstances<\/strong><\/span>.<\/p>\n<p>We should make work pay. We can\u2019t take away benefits straightaway, but what we can do is say if there\u2019s a part time opportunity, we should look at that and tell people to keep the money they\u2019re earning, while they\u2019re actually moving into full time employment.<\/p>\n<p>So we put together a piece of work that defined how that would work in our benefits system. What we also did with our community organisations through Locality which has 700 member organisations and 200 partners.<\/p>\n<p>We actually think that as community organisations, we\u2019ve got the means to create jobs and we really want local people to be able to take them.<\/p>\n<p>So we started looking around and seeing what are the opportunities we\u2019ve got, like <span style=\"color: #ff0000;\"><strong>working with young people, spending time with older people, identifying with people what their issues are and then coming back to community organisations to say that people mentioned they were lonely or they\u2019ve got problems with their benefits and then responding to it<\/strong><\/span>. So it\u2019s actually important as there are jobs that need doing in our communities.<\/p>\n<p><strong>What are the particular benefits for it being local people working in those organisations and what are the benefits for the people themselves working locally? <\/strong><\/p>\n<p>In terms of community organisations, quite often, they\u2019ve been set up local people. So for us, it\u2019s about extending these principles. Every day you go into these organisations, there\u2019ll be local people volunteering.<\/p>\n<p>For us, it builds on our history, it makes us stronger, if local people are contributing. <span style=\"color: #ff0000;\"><strong>You will tend to know what the strengths are in a local community if you\u2019re local, you\u2019ll know who the people are. <\/strong><\/span><\/p>\n<p>Quite often what you\u2019ll find with someone who\u2019s worked as a volunteer, is they know who to reach out to. In terms of the people volunteering, I\u2018d hope that they\u2019d would feel they have something in common with that organisation, which interests them because it\u2019s down the road, because it\u2019s offering a service they value and also that you can see the gaps &#8211; \u201cyou\u2019re missing a trick here or you\u2019re not dealing with this\u201d.<\/p>\n<p>There are also very practical things of it being down the road. When you\u2019re first going into work, it\u2019s quite expensive, if you\u2019ve got travel costs on top. If you\u2019ve got something that\u2019s very local can make a real difference (i.e. if you\u2019ve got childcare issues).
