In recent years, facial recognition, surveillance and analytical technologies had become<\/strong> part of our everyday lives, giving<\/strong> the state unprecedented capabilities to identify and track its citizens and collect information about them. While people expected<\/strong> the state to protect them from genuine threats, constant surveillance could affect<\/strong> how they exercised<\/strong> their fundamental rights: for example, whether they felt<\/strong> safe attending a protest or organising to defend their interests. Facial recognition could<\/strong> also easily become<\/strong> a tool of deliberate and overt oppression. One of the most important questions of our time was<\/strong> where we drew<\/strong> the line: what justified<\/strong> the use of facial recognition technologies, and how could<\/strong> we prevent their abuse?<\/p>\n\n\n\n

Until then, these questions had been considered<\/strong> almost exclusively by governments, public authorities, technology companies and legal experts. Those who were<\/strong> subject to surveillance had been given<\/strong> a voice far less often. Yet the consequences of surveillance could not be assessed<\/strong> solely from a legal or technological perspective. That was<\/strong> why we were organising<\/strong> a Citizens\u2019 Assembly, bringing together expert knowledge and the lived experiences of citizens. Invited experts would help<\/strong> participants understand how these systems worked<\/strong>, what risks they posed<\/strong>, what safeguards were<\/strong> in place, and what interests needed<\/strong> to be balanced. Participants would<\/strong> then develop<\/strong> their own position on the democratic limits of state surveillance.<\/p>\n\n\n\n

The Citizens\u2019 Assembly would<\/strong> also have<\/strong> a European dimension, with international participants and discussions addressing questions of facial recognition and state surveillance across Europe. Most parts of the programme would take place<\/strong> in English.<\/p>\n\n\n\n

This Citizens\u2019 Assembly was<\/strong> not a one-day event, but the beginning of a longer process. We would<\/strong> directly incorporate<\/strong> the principles and recommendations developed by the participants into our future work on law reform and the enforcement of rights, ensuring that the concerns, needs and perspectives of citizens finally had<\/strong> a meaningful place in policy debates.<\/p>\n\n\n\n
