{"id":5894,"date":"2014-03-25T14:46:13","date_gmt":"2014-03-25T13:46:13","guid":{"rendered":"https:\/\/euroalter.local\/?p=5894"},"modified":"2020-03-03T12:12:06","modified_gmt":"2020-03-03T11:12:06","slug":"developing-a-theory-of-change","status":"publish","type":"post","link":"https:\/\/euroalter.com\/fr\/developing-a-theory-of-change\/","title":{"rendered":"Developing a theory of change"},"content":{"rendered":"<p>In my\u00a0<a href=\"http:\/\/bit.ly\/1g5aYuS\" target=\"_blank\" rel=\"noopener noreferrer\">previous post<\/a>, I described why\u00a0<a href=\"http:\/\/bit.ly\/outcomefest\" target=\"_blank\" rel=\"noopener noreferrer\">#outcomefest<\/a>\u00a0is focusing on how we tackle systemic issues to achieve common outcomes. A different way of talking about outcomes is to think of impact and value, but what do these mean?<\/p>\n<p>The head honcho of the @hublaunchpad @dompotter describes the difference between social impact and social value best in this\u00a0<a href=\"http:\/\/bit.ly\/1dYXQpn\" target=\"_blank\" rel=\"noopener noreferrer\">article<\/a>\u00a0for the @guardiansocent:<\/p>\n<p>\u201cWhile social impact is\u2026about\u2026measuring direct cause-and-effect relationships between a specific set of activities and outcomes\u2026social value is about\u2026<strong>what difference has been made to society as a whole<\/strong>. Social value is about a systemic, network effect rather than the isolated impact on a defined set of individuals.\u201d<\/p>\n<p>\u201cSocial impact is\u2026concerned with providing a snapshot of a point in time and measuring what happened and to whom it happened. Social value is about context\u2026providing a narrative for impact which allows us to see beyond distinct events to give us a richer, deeper understanding of not just\u00a0<strong>what happened to whom, but also why it happened and the implications of this.<\/strong><\/p>\n<p>As @tobyblume and @annarandle highlight in their\u00a0<a href=\"http:\/\/bit.ly\/1h2Nw28\" target=\"_blank\" rel=\"noopener noreferrer\">Social Value Commissioning Framework<\/a>\u00a0for @collaborateins, it\u2019s important to move beyond just asking people to define what they need, or even what they can bring to the table and to instead\u00a0<strong>start a discussion on what people value<\/strong>.<\/p>\n<p>This is critical for people on both sides of the fence. For those working within public services, it\u2019s about understanding how the Social Value Act can help rethink how they procure &amp; commission services.<\/p>\n<p>It\u2019s much more than that though, by\u00a0<strong>starting by what people value and by what change you want to affect across a local area<\/strong>, you can better<\/p>\n<ul>\n<li><strong>Visualise and anticipate the interdependencies between individual priorities through systems mapping<\/strong><\/li>\n<\/ul>\n<p>When you look at the media, you get the feeling that decisions about services are based on a \u201c<a href=\"http:\/\/chopornot.channel4.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">chop or not<\/a>\u201d \u00a0culture, with councils either caving into demands by those groups with the most electoral or economic power or salami slicing every service to avoid pleasing or angering anyone too much.<\/p>\n<p><strong>How about working with the different stakeholders to map the systemic issues?<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5895\" alt=\"Systems Mapping\" src=\"https:\/\/euroalter.com\/wp-content\/uploads\/2014\/06\/Systems-Mapping.jpg\" width=\"746\" height=\"473\" \/><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Show and describe the journey that you see change taking place through theories of change<\/strong><\/li>\n<\/ul>\n<p>How many times have you heard new narratives about how governments will enact change \u2013 from the \u201cbig society\u201d in the UK to \u201cdoocracy\u201d in the Netherlands. Councils too have their local flavours, often caricatured by the media, from\u00a0<a href=\"http:\/\/bbc.in\/KmxFAF\" target=\"_blank\" rel=\"noopener noreferrer\">Easy Jet to John Lewis<\/a>.<br \/>\n<iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/hcz1aZ60k7w\" height=\"315\" width=\"560\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/p>\n<p>Often what happens is that there is a big conversation just after the launch with people getting on different sides of the fence to champion or criticise the slogan. On the institution\u2019s side, there will be flagship initiatives that will aim to prove what the brave new world will look like.<\/p>\n<p>Then there will be a succession of blog posts, pamphlets and events using the slogan to try and interpret what the slogan means to their line of work. Of course, it\u2019s\u00a0<strong>easier to talk about the \u201cbig stories\u201d like the flagship initiatives than the many \u201csmall stories\u201d of people enacting the change<\/strong>.<\/p>\n<p>But if there is no theory of change which describes how you want the change to happen and how you will get there, the flagship initiatives rub up against the existing system, with all the effort dedicated to smoothing out the friction.<\/p>\n<p><strong>How about working with communities to work out what change people value and how they want to affect it?\u00a0<\/strong><\/p>\n<p>We&#8217;ll be discussing this and more at #outcomefest.\u00a0\u00a0If you haven&#8217;t signed up to the event,\u00a0<a href=\"http:\/\/bit.ly\/1d2iTuZ\" target=\"_blank\" rel=\"noopener noreferrer\">do so now<\/a>.
