Europe is pushing border controls down south.\u00a0<\/p>\n

In order to improve the effectiveness of the fight against illegal immigration from sub-Saharan countries, \u00a0Europe has undertaken an\u00a0aggressive program in cooperation with the states bordering the\u00a0Mediterranean and subsequently with the Sahelian[1]<\/a> countries.\u00a0The aim is to reduce migratory movements in the Sahara region, but too often this is done without respecting\u00a0human rights.\u00a0
Since 2001, representatives of Mediterranean countries (Algeria, Libya,\u00a0Morocco, Mauritania and Tunisia in the south and Spain, France, Italy, Malta and\u00a0Portugal in the north) have “reached an agreement” on the issue of migratory flow management between Africa and Europe.\u00a0The results of these agreements are clearly favourable to Europe which is expanding its control southwards.
The tightening of migration policy in the States of North Africa was\u00a0confirmed at the Ministerial Conference on Migration\u00a0in Western Mediterranean (Tunis, October 2002).\u00a0 While those measures initially concerned controls in the Mediterranean and the Atlantic coast of Africa, they now extend to some states of the\u00a0Sahel area.\u00a0
Europe endowed itself with material and financial resources allowing it to\u00a0ensure the control of its borders and also beyond\u00a0its borders with the creation of several programs such as SIVE<\/em> in\u00a01998, a system of electronic surveillance of the southern coasts of Spain, Frontex<\/em> in 2004 for the management of operations at the\u00a0external borders of the EU or the Sahamed<\/em> programme managed by Italy since march 2010.\u00a0In addition,\u00a0several inter-state agreements were concluded between European and\u00a0Northern African states.\u00a0These measures do not answer questions related to\u00a0immigration, border control, and especially respect for human\u00a0rights: they merely shift the problem elsewhere, out of sight\u00a0of European citizens.\u00a0
Migrants travelling to Europe face\u00a0many dangers during their journey and have no protection. These journeys\u00a0may have psychological or physical consequences. Migrants are often trapped in detention camp for a time ranging from a few days\u00a0to several months.\u00a0 During this period\u00a0there has been evidence of human rights being violated repeatedly.\u00a0The\u00a0migrants detained in unacceptable conditions have no access to\u00a0information, are not able to talk to a lawyer and are then discharged without being able to take back their belongings or their money.\u00a0They sometimes face\u00a0torture, rape degrading acts.\u00a0Refugees sometimes see their papers torn by police and\u00a0Asylum Seekers never see their rights respected in defiance of international law.\u00a0This continued disregard of human rights has been denounced by many organizations such as Amnesty\u00a0International or Human Rights Watch.\u00a0
Moreover, this phenomenon of migration is a significant source of revenue for both\u00a0carriers (and other private actors) and for States ‘agents who have established a system of taxation\u00a0in complete illegality which strips migrants of their modest financial resources (police officers will ask money to migrants in a number of “check points”).<\/p>\n

European Alternatives advocates for the establishment of a better, fairer and well-structured collaboration between the EU and third-countries in the area of border controls which will effectively take into account migrant rights.
